Management Team

Richard Savard
Chief Executive Officer

Rick Savard took the reins as FSV's CEO in August 2010 after having served on the Board of Directors beginning in June 2009. He offers a broad range of leadership and prepaid debit industry experience.

Formerly, Rick served as CEO of NetSpend Corp, a leading US prepaid card company. Prior to joining Netspend in 2004, Rick was SVP of Marketing for Federated Department Stores, where he led Federated's marketing activities for all private label credit cards, as well as the company's Visa portfolio, gift cards, and loyalty program development. Earlier in his career, Rick was responsible for the development and launch of the Membership Rewards Program for American Express Canada, where he served as Vice President.

Rick resides in Austin, Texas. He received a Bachelor's degree in Commerce from Concordia University in Montreal.


Steve Fussell
President

As President, Steve Fussell is leveraging his considerable experience with information technology, system conversions, acquisitions, call center operations, retail systems, credit/debit systems and the payment card industry to focus on optimizing the efficiency and efficacy of FSV's Information Technology, Human Resources and Product Development.

Prior to joining FSV Payment Systems Steve served as CIO for NewComLink, where he was responsible for strategic and information technology initiatives. He previously served as CIO/COO at NetSpend Corporation, leading the technology, ecommerce business, security and operational areas of the business. He spent the 17 years prior at Macy's (previously Federated Department Stores) in various positions, including Software Engineer, General Manager, Director, Security Officer and Vice President.

Steve earned a Bachelor's degree in Mathematics and Computer Science from Auburn University in Montgomery, Alabama.

 
Stephen T. Middlebrook
General Counsel

As General Counsel, Middlebrook shares his understanding of payments and an insider's perspective on regulatory and compliance issues. Middlebrook joined FSV from the U.S. Department of the Treasury, where he served as Senior Counsel, Financial Management Service. In that role, he provided legal advice for a variety of e-commerce initiatives for the Government, including stored-value, prepaid and debit cards; mobile payments; and internet-based collections and disbursements. He also advised on regulatory compliance, privacy, data security, intellectual property and other legal issues.

A graduate of Georgetown University Law Center, Middlebrook remains active in the American Bar Association Business Law Section and co-chairs the Electronic Payments and Financial Services subcommittee.
